1. INTRODUCTION
The Henry George Foundation (Australia) was established by Dr. Edgar William Cully, Doctor of Osteopathy. As the Founder of the Trust, he appointed 21 Trustees. The Founder and all 21 Trustees signed the Deed of Trust and lodged it at the Office of the Registrar-General for Victoria on 15 June 1928. The Registrar-General approved and signed the Deed of Trust on 14 July 1928 and entered it as Number 211 in the Register of Successory Trusts.
Since then, Trustees of the Henry George Foundation (Australia) continue to faithfully administer the unamended Deed of Trust.
After the year 2000, control of the trust was vested in 20 human Trustees elected for life and one non-human Trustee, the “The Friends of Henry George Inc.”. This latter Trustee is an association incorporated in Victoria on 28 April 1987, Number A0034798B. Its membership is limited to the human Trustees of the Henry George Foundation (Australia) and its sole purpose is to hold all assets donated to – or otherwise acquired by – the Henry George Foundation (Australia).
In the year 2003 the ATO endorsed the Henry George Foundation (Australia) as an Income Tax Exempt Charity (ITEC).

2. OBJECTS OF THE FOUNDATION
The objects of the foundation are those specified in the Deed of Trust registered in the name of the Henry George Foundation (Australia) 14th July 1928.
In essence, it is to manage the assets of the Henry George Foundation (Australia) so as to provide support and financial aid to organizations, bodies and individuals engaged in the teaching of the principles of Henry George as set forth in his book “Progress and Poverty”.
The Henry George Foundation (Australia) shall from time to time grant and administer such grants and gifts.

3. WHAT ORGANISATIONS AND INDIVIDUALS ARE ELIGIBLE TO APPLY FOR GRANTS, GIFTS OR LOANS.
3.1 Organisations must comply with the following to be eligible for consideration to receive a grant.
A. Shall be a Not for Profit organisation duly registered with the Australian Tax Office and possess an ABN.
B. Have as its principal objective in the organisation's governing articles, a clause binding the organisation to the teaching of the principles of Henry George.
C. Shall not be a registered political party.
D. Shall not financially support a political party or candidate.
E. Shall have a committee of which 2/3 of its members are accountable Naturalised Australian Citizens. Members of overseas organisations shall be Citizens of the country in which the organisation is registered.
F. Shall have a committee that is duly elected by the members.
G. Shall be registered as a Charity or a Not for Profit organisation with the ATO, after March 2004
H. Shall have in its governing articles a wind up clause, which precludes the distribution of assets to its members on wind-up.
I. Shall have in its governing articles a wind up clause which prohibits the distributes of assets after payment of all debts to its members.
J. Overseas organisations shall be Not for Profit and be duly registered with their countries Governing bodies and Tax Office. At present the Foundation is prohibited under ATO regulations from providing Grants, Loans or Gifts to Overseas organisations.
3.2 Individuals must comply with 3.2 A, D, E or F and at least one other of the following to be eligible for consideration to receive a grant.
A. Must be a Naturalised Australian Citizen and posses a Tax File Number.
B. Engaged in an approved Undergraduate Tertiary course of study,
C. Engaged in an activity that promotes the teaching of the principles of Henry George.
D. Any individual who is an office bearer of a Georgist Organisation is ineligible to apply, and is directed to apply to the organisation of which he, or she, is a member.
E. Shall not be a registered candidate for any political office in Australia or overseas.
F. Engaged in economic research directed at the abolition of Poverty.
3.3. Organisations and Individuals may apply for a commercial loan so long as they comply with the conditions set out in 3.1 and 3.2. Such loans shall be subject to commercial rates of interest and secured by a mortgage.

4. ACCOUNTABILITY
4.1. All organisations and individuals in receipt of a grant, gift or loan from The Henry George Foundation (Australia) shall submit the following.
A. Two activity reports. One by the end of September and one by the end of March.
B. Two financial reports. One by the end of September and one by the end of March
C. Organisations shall submit audited financial reports by the end of March.
D. The two activity reports shall address the criteria cited in the grant application.
E. With respect to an educational bursary, receipts, semester results and Georgist Activity Report shall be submitted each semester for the duration of the course. Such reports shall be submitted to Prosper Australia, the administering body.
4.2. Failure to comply with 4.1 A. B. C. D. E. could at the discretion of the Trustees lead to the loss of ongoing or future grants or loans. With respect to a Gift the Foundation would appreciate a financial report as to the spending of such Gifts.

5. SELECTION CRITERIA
5.1. All organisations and individuals shall address the relevant criteria when applying for a grant, gift or loan.
A. How will the organisation or individual further the teachings of Henry George?
B. How will the organisation or individual improve the membership of the Georgist movement?
C. How will you promote a one off activity for which funds are being applied?
D. What other organisations will the organisation or individual interact with?
E. If the grant or gift is for capital equipment how will it be applied to the teachings of Henry George? And who will have access to it?
F. If the grant or gift is an educational bursary. How and at what institution will the study take place?
G. If a loan is requested, how will this loan further the teachings of Henry George?
H. If the loan is for the purchase of property, how will this property be used to further the teachings of Henry George?
I. If the loan is for the purchase of investment property what are the anticipated returns? And how will this further the teachings of Henry George?
J. If the loan is for the purchase of any property who will be the owners?

6. HOW TO APPLY
6.1 All organisations or individuals who wish to apply for a grant, gift or loan shall comply with the following.
A. All applications shall be in triplicate.
B. All applications shall be submitted in March on dates to be advertised.
C. All applications shall address the relevant criteria.
D. All organisational applications shall contain the organisations full name and registration details, complete with ABN.
E. All initial organisational applications shall be complete with a copy of that organisation's governing articles.
F. All individual applications shall be complete with a comprehensive CV and TFN.
G. All applications shall be on the Henry George Foundation (Australia) GRANT, GIFT OR LOAN APPLICATION FORM.
H. All applications shall be addressed to
